Punish or solve the problem?

There are many ways of solving any problem in any area. The question is do we really want to solve the problem or do we want just to delay it? This post is an idea that might be used in solving the problem of driving and talking over the phone.

I live in Lithuania, so I know quite well about the problem of driving and talking over the phone. Yet this idea might be implemented in any other country having similar problem.

I use a handsfree set and I am really very happy about it although before getting it I didn't see a need for that. From my experience some people like the idea of handsfree set, some don't. Mostly all of whom I know and have it are happy with the choice. I also drive for already more than 10 years and can say, that this set helps me a lot while I am driving.

Here in Lithuania we have a law that don't allow you to drive and talk over the phone without handsfree set at the same time. I agree with this law, because it doesn't prohibit driving and talking, just makes it safer and more comfortable. The question is, why so many people still don't have a handsfree set? It would help a lot to make your life more comfortable and also would help to avoid a fine, which, here in Lithuania, is about 100$.

I've been interested in prices for various sets. Mostly all of them cost much less than the fine. That means that you can not only make your life more comfortable, but also save a lot of money by purchasing the system. I think, one of the reasons why not all people still have it, is just a habit. And we all know, that changing the habit is the most difficult part. That's why we have fines for not following the rules, otherwise for not changing the habit. It's funny, but even the fines doesn't help people to change the habit.

One day I came up with the idea, how this could be improved. My idea is to change the fine with opportunity to buy a handsfree system. That means, if the policeman stops a driver who is talking over the phone without the system first time, he registers the violation and instead of fine, offers driver to buy a handsfree set at any shop. So, instead of going and paying the fine, driver can go and purchase a system. The driver is happier and the habit has more chances to be broken. I think this encouragement might work as helping solving this problem in general. What do you think?

That is a great idea!
On a bigger picture - it's also a habbit of punishing for bad behavior instead of encouraging good one.
99% of people don't know about what it is to be punished. 40%(figure out of my head:D ) probably don't even know about such a law! (i think 90% even knowing that forget the instance they feel the urge to call or get a call while driving.):)
Btw research shows, that various campaigns about safe driving, etc. help considerably more than increasing fines.
Overall your idea is really great:)

Thanks FoxIS :)! I think that sometimes punishment is not a bad thing, but sometimes when it's possible to correct the source of bad behavior is better to solve the problem.
